GIMP is a good program that has lots of the functionality of photoshop but is free and I found it not too hard to pick up on.
I was also curious how much the map for a campaign is important to DMing vs playing. I've never found that the player has enough freedom to make decisions based on the overworld map.
It's more important for establishing a sense of perspective for the DM. It's hard to say things like: "you travel for ## days until you reach the southern edge of the Barrier Cliffs" when you haven't got a map to reference.
That said, I only intend to fully flesh out the parts of the world that need to be to get something started, and then I can ad-lib and fill in the details later if I can get the campaign to float. Think of it as a 'just in time' campaign world dev strategy adhering to the principle of YAGNI.
