It wouldn't work in Vanscoy anyway - notice how the yellow balloon around Saskatoon doesn't _quite_ make it to where I live?

I get no service in your house with my 3GS.

However the iPhone 4 is available on Telus, which uses sasktel's network. And presumably Sasktel will be getting an iPhone at some point, so not all is lost. You can either sign up with Telus, or wait for Sasktel.

SaskTel is negociating for iPhones now. No word on the date yet.
You can, however flat-out purchase an iPhone from wherever and get it on SaskTel with one of their sim cards. The audio engineer I work with in Regina did just that and he's a pretty happy camper. He's on a data plan that I believe is cheaper than Rogers, and had great coverage.

The problem is that, if I understand correctly, my phone will not WORK in Vanscoy because it's outside the happy yellow sphere around Stoon.

Will I be able to make regular calls?

On Rogers your iPhone won't work. On the SaskTel 3G network, it will.
That map is for Rogers coverage, which sucks balls.
